Ask SAM: What to do if HOA can’t attract enough board members (NC)

Q: I live in a community that has a Home Owners Association. Each year, it becomes more difficult to fill the five required seats on our board as specified in the by-laws. Homeowners don’t want to get involved or lack interest in the community. We cannot just dissolve the HOA. We do have dues to collect and bills to pay.
