Ask SAM: Do HOA boards whose terms have expired count?

Q: The terms of the board members of our home owners association have all expired — three in January of 2016 and the remaining two this past January. The board did hold a meeting in 2016 attempting to re-elect three expired members. That effort was unsuccessful because there weren’t enough homeowners to provide a legal quorum, and the homeowners present refused to allow elections.   Read the Q&A………….
