Burgaw (NC) wants ditches maintained before taking over streets

In December, the Burgaw Board of Commissioners decided to bite the bullet and offer JVT Investments, LLC, the chance to turn over the infrastructure — streets, water and sewer — at its Teal Briar development in an “as is” condition.
