Can board change rule to now allow street parking?

Q: Our homeowners association (HOA) board is rewriting the parking rules to allow parking on the street for homeowners and guests. The board says they can lessen the county law because we are deed restricted, thereby we can park on the streets. The roads in our community are narrow, which by parking on the street, will block the right-of- way.   Read the Q&A………….
