Can the association charge a fee on the sale of a unit?

Q: Our homeowners association charges a fee on the sale of each home. The amendment authorizing the fee is somewhat vague and there are rumors that the board has arbitrarily waived the fee for certain transactions. I just bought a home in the association and feel that the charge is not enforceable. What are my options?    Read the article………..
