Candidates can become directors without election in some instances

Question: I live in an HOA community with approximately 500 homes. It is time for our annual election. This year there are three positions open on the board. It has been established that since only three people have applied to run for the board, there will not be an election. We feel this means that the one board member running to retain her position on the board will remain on the board because of the hold over principle. But, the membership is split about the other two open positions. Some members feel the board should appoint the other two directors, and others feel the two other candidates should automatically be placed on the board.
