Cat Island (SC) speed bumps dividing community

Do you think speed bumps help slow cars down in residential areas? That question has one Lowcountry community divided after the Homeowners Association voted to remove neighborhood’s speed bumps.  The speed bumps were put in by the Homeowners Association a few years ago to slow down speeding cars, entering the neighborhood.
