Community Association Life: ‘Glitch’ makes levying fine against owner difficult

Q: Our condominium association is very small. It only has four units. Three of the owners are on the board. The fourth owner constantly violates the rules and the board would like to levy a fine against him or suspend his use rights. The problem is how can we do that if we have to have a fining committee made up of people who are not on the board or related to the directors?    Read the Q&A…………..
