Should community volunteers be paid for their services?

Q. Our homeowners association (HOA) has a social committee of volunteers who are performing daily pool testing procedures when the contractor is not on site for service. The HOA is compensating them to do this with a monthly fee. Is this even legal? It seems suspect to me based on my limited knowledge of HOA law.     Read more…….
