County road taxes complicate improvement district efforts (AZ)

Even with the new road property tax, it could be many years before some crumbling neighborhood streets see any repairs.  That is, unless, neighbors band together and form what is known as an improvement district. Those special taxing districts allow residents in unincorporated Pima County to essentially impose an assessment or property tax on themselves — only after a majority within designated boundaries sign a petition — to pay for streets, lighting or other improvements in the area.     Read the article…………..
