Contractor wins on citation appeal (CA)

A San Diego property manager and contractor at the center of a dispute among homeowners over a painting contract has won his appeal to state licensing officials.  Robert Borrego, who served as both property manager and contractor for the Fashion Hills Homeowners Association for years, did not violate state law when he executed a $184,000 deal to paint the 226 units, the Contractors State License Board said.    Read the article………
