The property owners or homeowners’ association could hire an engineering firm to do the work, with the city overseeing the inspections and accepting the system once that work is completed. But when the estimated cost of inspections, possible replacements and upgrades is more than $300,000, that’s a considerable hurdle. There’s considerable uncertainty there, though.
