Homeowners Continue To Struggle With Unimproved, Private Roads (NY)

Though the exact reasons vary on a nearly case-by-case basis, most of the homes built on these privately owned roads were constructed decades earlier, and the builders, in many instances, never oversaw the official handing over of maintenance duties to the town.
