How should extra funds from canceling cable be used?

Q: We have recently stopped using Comcast as our provider for basic cable to all 144 units in our buildings. The president of our board of directors announced that instead of reducing the condo fee by the $48-plus per month that we were paying, he would just leave it as is and use the extra money for a slush fund to pay for any future expenses. I personally think this is wrong, but do not know for sure if it is.   Read the Q&A………..
