Paul Baca is the last man standing at the Valley Improvement Association, and even at that, he’s only standing part time.</p></div><div class=”subscriber-preview”><p>The association’s CEO is now the only voice on the phone property owners will hear when they call with questions, and it’s uncertain how much longer that will be the case.</p></div><div class=”subscriber-only”><p>Since 2009, assessments to VIA tied to properties throughout the southeast part of Valencia County have been expiring, resulting in a drop in revenue.
