Miami (FL) condo owners confused by election monitor

Condo owners say there’s no clear way to determine whether a monitor has been assigned by the state or privately contracted by an association’s board of directors. The issue reflects the lack of regulations of condo election monitors, who are not state employees and do not have licenses or certifications.
