HOA board not obligated to read letters at meetings

Question: Can you please tell me if there is any rule about written correspondence that is sent to the board of directors by an owner?  For years I have been under the impression that when an owner writes a letter to the board the letter should be read so it is reflected in the minutes of the meeting.
