Phoenixville (PA) Council discusses unapproved access to Schuylkill River Trail

“We’re being backed into a situation that was created by the HOA’s unauthorized access that now has dropped a major issue in our lap,” said council President James Kovaleski at last Tuesday’s meeting. “It’s an issue that needs to be addressed, I’ll give it that.
