Proxy votes used when member participation is low

Q: My homeowners association is trying to amend its governing documents and our documents require a majority of the entire community to approve the documents, but we traditionally have dismal voting participation. What can we do if we only have 30 percent participation, for example, at the meeting when almost all of the votes are in favor?    Read the Q&A………….
