Condo Questions: Condo owners have to trust board to negotiate contracts

Q: I live in a 30-unit condo. Do the privacy laws mean that the board cannot tell us who has the bid, and the amounts they bid, on large jobs? Is there an approximate dollar value that should require more than one quote for a project?
