Wildhorse Estates has CC&Rs (codes, covenants and restrictions) like other subdivisions, but it has apparently never had a homeowners’ association to enforce them. Patel said the county has some HOAs this size, although most are in larger subdivisions. An HOA could be a good way to educate residents about what is expected, Patel said.
