Wildhorse Estates has CC&Rs (codes, covenants and restrictions) like other subdivisions, but it has apparently never had a homeowners’ association to enforce them. Patel said the county has some HOAs this size, although most are in larger subdivisions. An HOA could be a good way to educate residents about what is expected, Patel said. But in the case of Wildhorse Estates, there are no common areas for an HOA to care for or amenities for it to manage, he noted.   Read the article………….
