Smaller assisted-living homes in Castle Rock stir debate among neighbors

But the growing number of residential care and assisted living facilities in Castle Rock, which has 14 scattered throughout eight neighborhoods, is raising the ire of homeowners’ associations who say the homes ignore HOA building regulations. They also worry about homes clustering in one neighborhood.
