A Sandy Springs neighborhood is on the verge of going private.  The processing of a petition for road and stormwater abandonment and privatization filed by Highland Valley Court Homeowner’s Association was approved 5-0 — albeit subject to planning oversight — during Tuesday’s Sandy Springs City Council meeting at City Hall.
