The long-simmering right of way dispute came into sharp focus earlier this summer when residents living in a condominium association of seaside houses and cottages blocked a longstanding right of way, known as White Cap Path, with a five-foot pile of sand and snow fencing. The blockade enraged residents of neighborhoods near the beach who maintain they have a deeded right of way over the land from White Cap Path to the ocean.
