Trotwood HOA assessing liens for those behind on fees (OH)

Residents in one Trotwood neighborhood are furious with their homeowners association for putting liens on their homes.  Homeowners associations, commonly known as HOAs, collect money from residents in some neighborhoods to pay for things like signs, landscaping or street lights.
