What does association law say about raccoon damage?

Q. I live in a town house in a senior living community. Our community comprises single-family, town house and condominium units.  Raccoons have burrowed their way into some town house attics. The cleanup and repair costs are expensive, and the association has denied liability except for repairing the hole the raccoons used to get inside the attics.
