Ask SAM: Do homeowners have the right to see how association dues are spent?

Q: I belong to a Home Owners Association where we are charged $150 monthly dues. I used to get detailed financial reports and monthly meeting minutes by email. In the last few months, with a new HOA board, it has been difficult to get the financial reports. Shouldn’t we, as the homeowners, have a right to see what our money is going toward?
