A Cedar City property manager already facing multiple felony charges for alleged financial crimes is now the subject of a civil lawsuit seeking to recover more than $750,000 that was allegedly misappropriated.  The lawsuit, filed in 5th District Court by Velocity Holdings LLC, claims that Blake Floyd Cozzens and his company, Blake Cozzens Holdings Inc., operating as Stress Free Property Management, improperly handled homeowners association funds, making unauthorized transfers and creating bank accounts without approval.   Read the article…………………………….
