For Carlos Villalobos, the press conference last March in Miami offered hope that things would finally change for residents of troubled community associations.  Standing in front of news cameras, he described life in the Hammocks, a sprawling community west of Miami where prosecutors say board members embezzled millions of dollars, maintaining power through lawsuits and questionable election practices.
