A water conservation bill that received a shout-out from Gov. Spencer Cox did not advance out of a Utah House committee Wednesday afternoon. House Bill 95, sponsored by Rep. Ray Ward (R-Bountiful), would prohibit cities, counties, and HOAs from requiring property owners to plant or maintain only grass.
