An Escambia County project to address flooding in one of the neighborhoods hit hardest by the 2014 flood is stalled as some homeowners in the neighborhood remain opposed to the plan.  Now, the county is considering using eminent domain to make the project happen, even over the objections of those homeowners.    Read the article…………………..
