Rule requiring owners to use licensed contractors may be reasonable and enforceable (FL)

I live in a community governed by the HOA Act. Can the board of directors pass a rule prohibiting a homeowner (these are all single-family detached homes) from hiring an unlicensed person to do work inside their home, which work requires a county license?  The board has concerns about handypersons doing work that would ordinarily require a licensed contractor, such as electrical and plumbing repair. There is nothing in our covenants addressing this issue.
