Debby Eisinger, president of Las Olas Isles Homeowners Association, defended the city for being proactive in doing its part to protect against climate change.  “We’re in a Catch-22,” she said. “We realize it’s a big financial burden to property owners, but this is Mother Nature taking over with rising waters.
