The heat is back on in units at Royal Windsor Terrace in the city’s downtown, according to the building’s property manager.  It’s been roughly three months since a van fell into a downtown hydro vault, affecting the building’s heat because of a large power outage for much of Windsor’s core.    Read the article…………………………….
