In a condominium the fine maximum is $100 per violation, $1000 maximum for a continuing violation, and no liens are allowed on the property. So basically the violation, fines and consequently the rules of a condominium are unenforceable and mean nothing if someone wants to just blow off the board as well as their neighbors.
