Former HOA president took course in property managing but should board have hired him? (FL)

Question: Our HOA board hired a resident of the community to be the HOA’s property manager. This individual was the HOA president (for several years) and resigned his board position to take the paid property manager position. He completed his certification immediately preceding taking the position. He had no previous property manager experience and services our community exclusively.
