Q: My wife has a handicapped decal on her license plate. Although she has mobility issues and has a tough time getting in and out of her car when it is in the garage, she was told that ADA rules do not apply in private communities, and if she parks her car in the parking lot at night, rather than in the garage, the car will be towed.
