Q: If an HOA has a seven-member Board of Directors, for which four members equals a quorum, does the thought of “three Board Members talking makes a meeting” still apply? In a situation of three Board members simply batting around ideas to present to the membership – there is no quorum and no decisions are being made – would that still be considered a “meeting”?
