Homeowners associations are a controversial topic in Arizona, and with good reason: Arizona is No. 10 in the nation for number of community associations.  According to the Community Associations Institute analysis of 2017 data, there are 9,600 homeowners associations, condominium communities and housing cooperatives in the state. Almost two million Arizonans live in one.  How did we get so many? Why are there so many HOAs in the Valley compared to other states?
