Licensed workers, special assessment funds topics of inquiries (FL)

In a recent column you answered a query about a board requiring only licensed workers in your home. You said it is likely enforceable. Does that mean that handymen are not allowed in that community? Handymen do not need to be licensed.  What about seniors who need a bulb changed or an a/c filter change? Must they hire electricians or plumbers to do that?
