Condo owners in Modesto’s Walnut Orchards community are protesting a proposed $25,000 special assessment per unit to replace balconies, some of which were deemed unsafe by the city of Modesto. Red tags and caution tape recently appeared on at least eight balconies in the gated condominium complex.
