Parking violation, fine raises questions from owner

Q: I recently received a letter from my homeowners’ association stating I had been fined $100 due to a parking violation by a guest visiting my home. This is the first that I’ve heard of the alleged parking violation or the fine. The letter simply stated that I had to pay $100, and if I wanted to “appeal my fine” I could attend the next regularly scheduled board meeting. Can the association just fine any owner without notice and then say that they can come to the board after-the-fact to plead their case?   Read the Q&A…………
