What recourse is there if a homeowners association doesn’t post an annual financial review? (FL)

Q: I live in a homeowners association. One of the responsibilities of the board of directors, as mandated in both our bylaws and Florida statute, is to provide an annual financial review of our association. For many years this has been done by one of the area’s leading auditors, but our current board, despite repeated inquiries on my part, never had one prepared for fiscal (calendar) year 2017.
