South Carolina ranks among the highest states when it comes to the percentage of homeowners living in community associations, better known as HOAs.  In 2020, 80% of all new homes being built in South Carolina were in communities that required an HOA to help govern them, according to the Community Associations Institute (CAI), a national organization that tracks HOA trends.
