Horry County led the state last year in complaints against homeowners associations, or HOAs, filed with the South Carolina Department of Consumer Affairs in 2024.  Of the 365 complaints, Horry County residents filed 89 — nearly a quarter of the reports.  HOAs can be a thorny subject for renters and homeowners.
