Oleksiy Tikhonov, the adviser to the deputy chairman of the KMDA, told the heads of condominiums how to get Kyiv residents to agree to the installation of solar panels.  At the end of August 2024, Oleksiy Tikhonov, the adviser to the deputy chairman of the KMDA, held a meeting of the heads of condominiums, at which he explained how to force the residents of buildings to agree and pay for the installation of solar panels.
