President   Garry L. Phillips

Garry has served as president of the Association since 2000 except for two years while with the US Embassy in Iraq. Prior to 2000, he was the Association’s Storekeeper and 1st Vice-president. Garry served aboard the Rochester from 1956-1960 (X Division), and retired from the Navy in 1975 as a YNCS. Garry lives in rural Tennessee with his wife, Betsy.

Executive Vice President  Pete Russell

Pete RussellPete has been a member of the Association since 1994, serving as Second Vice President beginning in 2008 and, since 2013, in the current service position. The U.S.S. Rochester was Pete’s first ship upon commissioning from USNA in1958, and he served initially as “E” Division Officer, then as Fire Control Officer until Rochester’s decommissioning in1961 when he was also the Main Battery Officer. Pete retired from the Navy in 1988 with the rank of Captain, USN. Pete lives in Springfield, VA, with his wife, Julie Rose Ruby, a registered nurse and licensed acupuncturist.

First Vice President  Steven van Westendorp

Member since 1999. Commissioned in 1953—NROTC, Brown University. Served in Rochester as CIC Officer 1957-1959. Had command of destroyer based in Long Beach, 1968-1970. Served in-country, Viet Nam, 1970-71. Retired in 1976 after 27 years of military service (2 as enlisted US Army). Wife deceased, 2014. Son graduated USNA 1999.

Joe HillSecretary/Treasurer  Joseph S. Hill

Joe first became a member of the Association in 1994. He begin serving as Treasurer in 1996. In 2004, Joe was elected as Secretary and has served as both Secretary and Treasurer since 2004. The U.S.S. Rochester was Joe’s first ship out of Boot Camp. He served aboard Rohester from 1955 – 1957 in M Division as a Yeoman. He retired from the Navy in 1977 as a YNC. Joe lives with his wife, Judy in Tennessee.

Chaplain  Frank West

Frank has been a member of the Association since 2002 at which time he was appointed Chaplain. He served on the Rochester as a DC2 and left in 1955 to prepare for ministry. After graduation from Vanguard University he served churches as a minister for 43 years. He is now retired and lives with his wife, Bunny, in Rocklin, CA.
