In late March, Gov. Doug Ducey vetoed a bill regulating homeowner associations. He said the state shouldn’t get involved in how HOAs vote. But a month later, he signed another bill that regulates HOA meetings. Rep. Ken Clark, D-Phoenix, sponsor of the bill vetoed in March, is crying foul. “You need to look at the larger picture,” Clark said, noting the Republican governor has signed three other HOA-related bills in the past two years.
