Home surveillance footage shows the moments a 226-unit, five-storey luxury condo building in Welland, Ont., partially collapsed on Saturday, prompting an investigation by the Ministry of Labour.  A spokesperson for the City of Welland told CTV News Toronto that no one was reported injured in the collapse.
