Changing pet bylaw requires a two-fold 75/75 majority support vote (AB)

Question: I live in a 55-plus condominium complex consisting of apartment units and villas. There is a strict “no pets” bylaw in the apartment units, but pets are allowed in the villas. This is disappointing when the benefits of pets is well recognized for the elderly and those who live alone. It is not fair that apartment unit owners cannot have pets, but the villa owners can.
